踏入九十年代，香港人普遍陷入时日无多的恐惧中，一些人失去目标及信念，产生赌仔心态，希望在有限时空中以小抟大，但输赢都是一时之镜花水月，终归没有赌仔买肥田的事。 无线二十集「大赌场」以杜家昌（罗嘉良）从外国留学归来作为开端，昌姊家炜（林漪娸）及妹家莉（刘玉翠）对之抱着极大期望，昌在各种压力下，极想早日出人头地，无奈事与愿违，事事皆不如意，与女友王恩明（关秀媚）多年感情，更因误会而闹致分手。昌在事业爱情两失意下，得好友杨立标（邵仲衡）介绍进入蔡炳强（曾江）之集团内做事，表现出色，甚得强重用，后昌虽发现强实作非法勾当，在利欲熏心下，仍选择为强效力。 明自与昌分手后，感情失落，强乘虚而入，明在父母驱使及赌气心态下，终成强情妇，及后明尽尝玩物的滋味，甚感后悔，但已不能回头。与此同时，标因执行任务失败，强将之引为明之保镖兼司机。标早己暗恋明，因昌才将情藏于心底，...。Closed Circuit is structured, in one sense, as a straightforward commercial thriller, with a series of mysterious and bloody murders and a wide variety of potential suspect, each with a secret to hide.
