To get a start in his new duty, he shops for a watchdog| and he buys an untrain...。一名准备角逐总统候选人的州长，他的竞选幕僚也正积极筹备精彩的竞选演讲稿，然而他却面临如何挑选出与他一起竞选的副总统人选，盖保虽然不错，但他风流韵事却众所皆知 ，若选了他，深怕有天他的丑闻，会在选举前曝光，影响竞选结果，而另外两位议员，不是与财团法人组织关系过于亲近，让州长如坐针毡，就是与自己募款的幕僚意见相左，这场竞争将使他左右为难，而他究竟要选谁才能获得此次大选胜利？。故事根据60岁的出租车司机Kempton Bunton在1961年从伦敦国家美术馆偷走了一幅戈雅的画的真实故事改编。Bunton发了一封勒索信说，只有在英国政府同意为老年人提供免费电视的条件下，他才会退还画作。 然而，事实证明他正在撒谎，在接下来的50年里，他都没有出现。该事件也是国家美术馆历史上首次也是唯一一次盗窃事件。。
