郝运来由村长当上油坊营子乡的副乡长，为了乡里的经济发展，他辛辛苦苦地跑项目，而其他的两个副乡长却紧盯着乡长的职位，不干实事。原来的乡长调离后，县里任命郝运来为代理乡长，两个副乡长心里十分不平衡，尤其是黄副乡长，处心积虑地要把郝运来整倒。于是在他的策划和指挥下，村霸胡全和胡二用尽了可能的手段来整郝运来。他们先是送了郝运来1万元钱，想事后告他受贿；又找人砸了几家饭店，嫁祸郝运来；还告他偷税漏税以及窝藏违反生育指标的小姨子。郝运来在黄的诬告下被停职反省，黄上台后大搞形式主义，谎报政绩，还把胡全聘到了派出所。群众的眼睛是雪亮的，黄的一切算计最后宣告破产，郝运来的代理乡长职务得到恢复。在郝的主持下，乡里的重大引资项目矿泉水厂终于奠基。。The first 24 hours as an MFA.
