国际刑警珍与香港刑警贺龙，一直追查五名犯案在逃之山口组党员高田太郎，得知这班人已往菲律宾，珍与另一名香港刑警沙朗合作调查。艾柏为人正义、重友情，但因年前目睹妻子被杀而变得稍微暴燥，时常因辨案时过份拼搏，甚至超越其他部门之界限而被上司怪责。 与此同时，香港时装界女强人陈仙蒂亦为了举辨一项时装展览而到达菲律宾，并且无意间有与警务人员对抗者歼灭。 艾柏与珍除了追查凶徒外，并负责保护仙蒂的安全，艾柏提议到其母亲家中暂住，怎料被高鹏等人追随而来，艾柏的母亲及儿子无辜惨死，而仙蒂侥幸逃离。最后被发现，终近谢仕说出山口组之总部地点，与艾柏一起杀入重团，作出最后一拼。。The film tells the story of a small train riding without its driver and the passengers locked inside.
